The POW/MIA was created by the National League of Families as a statement to Congress regarding the Vietnam POW/MIA issue. On August 10th, 1990 congress officially recognized this flag as a symbol of America's concern and desire to resolve the fate of its citizens being held prisoner or missing in action.
